sides. on the president's side, he's got the left. he's got nancy pelosi and several other, you know, prominent democrats pushing him from the left. boehner has a more difficult path to negotiate. he's got jim demint in the senate hollering each and every day. he's got his own problems in the house, as we've just spoken to. within the context of this, jack lew, chief of staff, along with treasury geithner, is sitting there every day trying to put something together. jack lew 30 years ago was working for tip o'neill. he knows the rough architecture of a road map towards a deal. one of the keys, especially with regard to speaker boehner is, you cannot leave your opponent, speaker boehner, hanging out there to dry, getting pummeled by his own side. you've got to come to him a little. but i agree with steve rattner, the president is not going to yield on tax rates for the wealthy. he's not going to yield on that. >> he's going to have to yield in some way. i mean, maybe it's 37% that's the top tax rate. >> yeah. >> maybe you go from $250,000 to $400,000 or $250,000 to $500,000. he's goin

and representative nancy pelosi have been excluded from talks leaving it to boehner and obama to make a deal. though boehner spokesman michael steele tells us this morning if we're going to solve this problem every congressional leader and more importantly the white house have all important roles to play. the fact is we've heard this same thing. and that is that pelosi and the senate leaders are not in the room at first. they'll be brought in when boehner and the white house are close. mann while, back to the debt ceiling. the new republicans' main point of leverage n. a rare misstep, mcconnell may have taken some of that leverage away in a move that ended with mcconnell filibustering himself. the president doesn't have enough democratic support, mcconnell moved to vote to permanently give the president the rate to approve the debt ceiling. reid shocked mcconnell by calling the idea of having that vote a positive development. forcing him to reject a vote he had called for himself. >> is there objection? >> reserving the right to object, matters of this controversy -- what we're talking about here is

but certainly doesn't mean they will get a deal. interesting all the other leaders, nancy pelosi, harry reid, mitch mcconnell, they're all out. in the end it will be the president and the leader of house republicans speaker boehner and they will have it make a deal both sides can live with. martha: for all intents and purposes john boehner continues to say that he will not raise taxes on that top 2%. that he wants that revenue to come in the form of changing deductions and loopholes. the president says exactly the opposite. so one side is going to have to give. any bet which side it is likely it be? >> on that issue i think the republicans are going to have to give. it was a key issue in the election. and remember, it's unsustainable i think politically for boehner, forget the economics of this. i know people say that should be the only issue here. let's talk about the politics of it. it is unsustainable for boehner and the republicans to be in a position where they are blocking a tax cut for 98% of the americans because they want it protect tax rates of the top 2%. that may be right or wron

leader nancy pelosi and let the republican civil war begin. it doesn't even matter whether boehner gets deposed as speaker. either way, the republican house would be neutered, giving obama a free hand to dominate washington and fashion the entitlement state of his liking. what should republicans do? stop giving stuff away. if obama remains intransigent, let him be the one to take us over the cliff, and then let the new house, which is sworn in weeks before the president, immediately introduce and pass a full across-the-board restoration of the george w. bush tax cuts. >> so i don't think that's inconsistent with anything that i just said. i agree with him 100%. what have i been saying for a week? do not cave. compromise. do not cave. if the president doesn't want to meet us halfway on massive entitlement cuts, on reforming those systems to save medicare and medicaid, social security, cutting defense, reforming the taxes, then do not meet -- if he doesn't want to meet halfway, but i've got to tell you, i am heartened with what i saw in the president's tone yesterday. i loved hearing him

the house when nancy pelosi was speaker. this was an unserious proposal. and i can understand why my good friend, the majority leader, would rather not vote on it, because i can't imagine that it would get many, if any, votes in the senate here as well. having made that point, with regard to pntr for russia, when the two parties first sat down to discuss the so-called fiscal cliff, it was widely assumed among republicans that president obama and democrats actually wanted to avoid it. that was the premise that any possible agreement had shown. that was the common goal, or so we thought. over the past couple of weeks it's become increasingly clear to many of us that we were simply wrong about that. incredibly, many top democrats, including the president, seemed perfectly happy -- perfectly happy -- to go off the cliff. that's why the president has been more interested in campaign rallies than actually negotiating a deal. and it explains why the president is now stubbornly insisting on raising tax rates when he himself said just last year that you could raise more revenue from capping deduct

. not sure if you caught this, but house democratic leader nancy pelosi launched this effort to force a vote, force a vote on extending the middle class tax cut while letting taxes go up first of the year for the wealthiest 2% of americans. keep in mind, republicans own the house majority, so they control which bills, of course, come to vote. and they have not allowed a vote on the tax cuts. so pelosi has begun to circulate this petition and it would force a vote on the measure. they have to get the signatures just to get the vote to happen. if all house democrats sign the petition, she still needs just about two dozen republicans to come on board as well, and that could prove to be a pretty tough task. joining me now from washington, congressman steve israel, democrat of new york. congressman, nice to see you back here on the show. >> thanks, brooke. >> i understand you, yourself, have been reaching out to some of the house republicans on this. have you spoken to any of them? >> i have. and you're right, it is tough for a republican to break with his or her party and sign this petition to g

boehner getting enough republicans. i think nancy pelosi has proven she can pass things. she's proven to be a good soldier. boehner has a harder time coraling the tea party. he's taken steps to show who is boss. he punished four members withdrawaling their favorite assignments. he's got the leadership lined up with him. he looked like a very weak speaker ten days ago. he's looking stronger now. i think republicans understand that the deal they get after the first of the year is a worst deal than they get before the end of the year because the next congress is more favorable to democrats. i think he's in a better position to make the sale this time. >> one thing we have been watching is the two-step process. tom cole of oklahoma has taken a lot of heat from his own party suggesting to get the tax cuts out of the way for the tax cuts. here is what he's having to say about that. >> none of us want to raise the rates on anybody. but the reality is the rates on everybody go up at the end of the month. since we agree with the democrats, 98% of the american people and 80% of the bush tax cut
